TOWN OF HASTINGS, OSWEGO COUNTY, NEW YORK

PUBLIC HEARING FOR THE PRELIMINARY BUDGET FOR THE TOWN OF HASTINGS.

The Town of Hastings Town Board called the public hearing for the 2025 Preliminary Budget opened to hear public comments. There was no public comment, and the Town Board adjourned the hearing until Friday November 15th at 3pm when they will finalize the Preliminary Budget into the Final Budget.

Board members present: Supervisor Tony Bush, Councilman Mark Martino, and Councilman John DeBottis.

Also present: Michael Lewis, Highway Superintendent; Jason Burns, Director of community planning and development, and Erin Goodrich, Town Clerk.

Not present: Councilman Alan Hanson and Councilman Richard Waldron.

Supervisor Bush opened the public hearing at 6:36pm to listen to any public comments and concerns. There were no public comments, therefore the Town Board adjourned the hearing until Friday November 15th at 3pm at which time they will adopt the Final Budget.

Supervisor Bush adjourned the meeting at 6:40pm.

TOWN BOARD MEETING – November 6, 2024

The Town of Hastings Town Board held a regular meeting on Wednesday November 6th at 7:30pm.

ATTENDANCE

Board members present: Supervisor Tony Bush, Councilman Mark Martino, and Councilman John DeBottis.

Also present: Michael Lewis, Highway Superintendent; Jason Burns, Director of community planning and development; and Erin Goodrich, Town Clerk.

Not present: Councilman Alan Hanson and Councilman Richard Waldron.

PLEDGE OF ALLEGIANCE

Supervisor Bush called the town board meeting to order at 7:30pm, asked for the Pledge of Allegiance and pointed out the emergency exits.

DISCUSSIONS

Supervisor Bush opened the floor for public comments.

1.) Supervisor Bush asked Jason Burns how the situation at the HUB was going, if a discussion was had about the options that both parties could consider with concern to the expansion idea that Ryan Lucas had had. Jason said they have talked, and decisions were made and both parties know what is going on and how the smaller project on the back side of the building will be moving forward, but for the front facing side Ryan Lucas needs to put the metal siding back up and make the building winter and weather tight.

RESOLUTIONS:

1.)          Supervisor Bush introduced the following and moved its adoption:

RESOLVED, the Town of Hastings Town Board hereby approves the minutes from October 1st and 8th, 2024, Town Board Meetings.

Councilman Martino seconded. Supervisor Bush asked if there was any discussion. Vote: Supervisor Bush, aye; Councilman Martino, aye; and Councilman DeBottis, aye. Councilman Hanson and Councilman Waldron not present. Motion carried. Resolution 24-114 adopted.

2.)          Supervisor Bush introduced the following and moved its adoption:

RESOLVED, the Town of Hastings Town Board approves for the payment the claims certified on attached abstract #11 in the amounts indicated thereon:

Councilman Martino seconded. Supervisor Bush asked if there was any discussion. Vote: Supervisor Bush, aye; Councilman Martino, aye, and Councilman DeBottis, aye. Councilman Hanson and Councilman Waldron not present. Motion carried. Resolution 24-115 adopted.

3.)          Supervisor Bush introduced the following and moved its adoption:

RESOLVED, the Town of Hastings Town Board approves the following Local Officials to attend the 2025 Annual Meeting & Training School sponsored by the Association of Towns of the State of New York on February 16th-19th, 2025 and approves the cost of registration of $150 each under the listed expenditure.

Councilman Martino seconded. Supervisor Bush asked if there was any discussion. Vote: Supervisor Bush, aye; Councilman Martino, aye; and Councilman DeBottis, aye. Councilman Hanson and Councilman Waldron not present. Motion carried. Resolution 24-116 adopted.

4.)          Supervisor Bush introduced the following and moved its adoption:

RESOLVED, the Town of Hastings Town Board approves the Special Board Meeting to finalize the preliminary budget on Friday November 15th, 2024, at 3pm.

Councilman Martino seconded. Supervisor Bush asked if there was any discussion. Vote: Supervisor Bush, aye; Councilman Martino, aye; and Councilman DeBottis, aye. Councilman Hanson and Councilman Waldron not present. Motion carried. Resolution 24-117 adopted.

ADJOURNMENT

As there was no further business Supervisor Bush motioned to adjourn the meeting. Councilman DeBottis seconded. All in favor. Motion carried.

The meeting adjourned at 7:37 pm.
