TOWN BOARD MEETING – SEPTEMBER 10,2024
The Town of Hastings Town Board held a regular meeting on Tuesday, September 10th, at 7:30pm.
ATTENDANCE
Board members present: Supervisor Bush, Councilman Alan Hanson, and Councilman Richard Waldron.
Also present: Michael Lewis, Highway Superintendent; Krista Lewis,Parks Manager; Jason Burns, Director of community planning/code enforcement; and Erin Goodrich, Town Clerk.
Not present: Councilman Mark Martino Sr.
PLEDGE OF ALLEGIANCE
Supervisor Bush called the town board meeting to order at 7:30 p.m., asked for the Pledge of Allegiance and pointed out the emergency exits.
DISCUSSIONS
Supervisor Bush opened the floor for public comment.
1.) Tonya Obey-Harris from the Central Square Pop Warner football league updated the Town Board about the increase they have seen in not only the football teams registration, but also in their cheer programs. They put in a new sign at the corner of Wilson Road and US Rt 11, with new plantings and mulch, and it is getting a lot of positive feedback from the community. They will be having Hawk Day on October 5th, which is a great time to come out and support the league. They wanted to make sure it was okay with the Town to have the venders and food truck set up. She will discuss any further needs or concerns with the codes department. It is a real encouragement to have so many families taking part in the football and cheer programs and everyone, the league and the town, would like to see this trend continue.
2.) Katie Haberer and Angilee Haberer from the girl scout troop provided some updates on the project they are working on with the Town’s Van Lieu Park. As part of their phase 2 installations, they added signs to remind residents to wear soft soled shoes on the playground area along with stickers and decals and some touch up painting. They are looking into what types of equipment to add next. They have found some Rube Goldberg Mircle Machines that have them most intrigued and they are also ADA compliant equipment. In conclusion the girl scout troop is looking forward to continuing working with the Town on making the park as much fun for everyone as possible.
RESOLUTIONS:
1.) Councilman Hanson introduced the following and moved its adoption:
RESOLVED, the Town of Hastings Town Board hereby approves the minutes from the August 13th, 2024 Town Board Meeting.
Councilman Waldron seconded. Supervisor Bush asked if there was any discussion. Vote: Supervisor Bush, aye; Councilman Waldron, aye; and Councilman Hanson, aye. Councilman Martino not present. Motion carried. Resolution 24-96 adopted.
2.) Councilman Hanson introduced the following and moves its adoption:
RESOLVED, the Town of Hastings Town Board approves for the payment the claims certified on attached abstract #9 in the amounts indicated thereon.
Councilman Waldron seconded. Supervisor Bush asked if there was any discussion. Vote: Supervisor Bush, aye; Councilman Waldron, aye; and Councilman Hanson, aye. Councilman Martino not present. Motion carried. Resolution 24-97 adopted.
3.) Councilman Hanson introduced the following and moved its adoption:
RESOLVED, the Town of Hastings Town Board approves the authorizing and appropriating the local match for the NYS environmental facilities corporation engineering planning grant related to Southern Oswego County regional sewer interceptor study.
Councilman Waldron seconded. Supervisor Bush asked if there was any discussion. Vote: Supervisor Bush, aye; Councilman Hanson, aye; and Councilman Waldron, aye. Councilman Martino not present. Motion carried. Resolution 24-98 adopted.
4.) Councilman Waldron introduced the following and moved its adoption:
RESOLVED, the Town of Hastings Town Board approves the denial of the application of Nancy’s Towing & Recovery and Howard Strong for a special use permit for the property located at 1371 US Rt 11, Hastings NY 13076.
Councilman Hanson seconded. Supervisor Bush asked if there was any discussion. Vote: Supervisor Bush, aye; Councilman Hanson, aye; and Councilman Waldron, aye. Councilman Martino not present. Motion carried. Resolution 24-99 adopted.
5.) Councilman Waldron introduced the following and moved its adoption:
RESOLVED, The Town of Hastings accepts the resignation of John Hill as Town Councilman effective 8/14/2024.
Councilman Hanson seconded. Supervisor Bush asked if there was any discussion. Vote: Supervisor Bush, aye; Councilman Hanson, aye; and Councilman Waldron, aye. Councilman Martino not present. Motion carried. Resolution 24-100 adopted.
6.) Councilman Waldron introduced the following and moved its adoption:
RESOLVED, the Town of Hastings Town Board approves the resolution and publication for the Special Board Meeting scheduled for Tuesday October 1st, 2024 at 7:15pm for the presentation of the Tentative 2025 Budget to the Town Board.
Supervisor Bush seconded. Supervisor Bush asked if there was any discussion. Vote: Supervisor Bush, aye; Councilman Hanson, aye; and Councilman Waldron, aye. Councilman Martino not present. Motion carried. Resolution 24-101 adopted.
7.) Councilman Waldron introduced the following and moved its adoption:
RESOLVED, the Town of Hastings Town Board hereby awards the 2024-2025 sand bid to the lowest bidder: Eastcom Sand & Gravel at $6.00/CY.
Supervisor Bush seconded. Supervisor Bush asked if there was any discussion. Vote: Supervisor Bush, aye; Councilman Hanson, aye; and Councilman Waldron, aye. Councilman Martino not present. Motion carried. Resolution 24-102 adopted.
ADJOURNMENT
As there was no further business, Supervisor Bush motioned to adjourn the meeting. Councilman Waldron seconded. All in favor. Motion carried.
