Exemptions
Forms can be obtained from the Assessor’s Office or online. Exemption applications need to be returned to the Assessor’s Office by March 1st. Forms can be submitted in person or via email (assessor@hastingsny.org). Common exemptions in the Hastings

Please note that STAR exemptions are no longer administered at the local Assessor’s Office. STAR registrations are processed through New York State by calling (518) 457-2036 or online.
Steps to Contest an Assessment
Administrative Reviews – Before pursuing formal review of your assessment, you should determine if you are assessed fairly. If you have done your research and feel the assessment is too high, please discuss your situation with the Assessor. Often, this is the most beneficial method. If you do not reach an agreement with the Assessor, you may want to contest the assessment through the Board of Assessment Review (BOAR).The Town of Hastings grievance board meets on Grievance Day, annually the fourth Tuesday in May, to receive complaints of property assessment values. Grievance forms must be completed and received on or before Grievance Day. Grievance forms are available at the assessor’s office or online.
Judicial Reviews -Property owners (1,2 or 3 family dwellings exclusively for residential purposes or vacant land that is not of sufficient size to contain a 1,2 or 3 family dwelling) who are dissatisfied with the BOAR determinations may file a small claims action which requires a filing fee. Information regarding SCAR is available online.
If you are not a property owner meeting the criteria to file a SCAR, you will need a tax certiorari proceeding commenced in the New York State Supreme Court according to Article 7 of the Real Property Tax Law. An attorney is highly recommended for tax certiorari. SCAR and tax certiorari proceedings must be initiated within 30 days of the filing of the final assessment roll or notice of such filing, whichever is later.
